CADET COMMANDMENTS
- I will ensure construction of toilet in my house and motivate at least 10 persons for the same.
- I will be an ‘Aadhar’ Indian and would motivate 10 more persons to be one.
- I will donate blood at least once every year.
- I will make only digital transactions wherever possible and motivate others for the same.
- I will plant minimum two trees in a year and care for the same.
- I will obtain my voter and PAN Card once I have crossed 18 years of age.
- I will ensure garbage segregation in my house and within 100 m of my neighborhood.
- I will undertake 100 hours of shramdaan for social service.
- I will help physically challenged persons to live their dreams.
- I will be a role model for gender sensitivity. secular outlook and spirit of nationalism without any regional bias.

- I will always uphold motto of NCC – ‘Unity and Discipline’. I will be equally disciplined when not under observation.
Responsibilities of a cadet in NCC
- An NCC cadet by the very fact of being an active cadet has to shoulder extra responsibilities unlike his or her fellow classmates who are not members of NCC.
- Cadet’s responsibilities are nowhere written but obligatory as an outcome of his or her training. Thus, he or she fulfills the main aims of NCC i.e., becoming a potential leader with character qualities and responsible citizen.
- Cadet has separate responsibilities to his NCC unit, Organization, his institution, society at large and to the country.
- That includes active participation in social awareness initiatives, environmental issues, disaster relief, adventure and sports activities and other nation building efforts.
- It doesn’t end with NCC training at his or her institution but has to be carried forward to all the fields where he or she is going to be engaged in the future too.
- Thus, with passage of time, country would have had past NCC cadets occupying leadership positions in all walks of life espousing the noble values and objectives of NCC.
Do’s and Don’ts of NCC CADET
Dos
- Be an example for your peers by your conduct and turnout.
- Be a strong leader. Work towards becoming future leaders. Delegate responsibilities. Brief your group well in advance what is expected out.
- Be positive and be a motivating factor.
- Remember your entire institution observes you. You have to be upright in your conduct while on or off parade.
- Be a master guide to poor and junior cadets.
- Volunteer and use your talents during organized NCC activities, (Music, academics, Dance, Sports, Dramatics)
- Feel proud of your uniform and always salute smartly.
- Give due respect to all NCC staff, civilians including PI, ANO and officers.
Don’ts
- Do not admonish a junior cadet. Praise in public, admonish in private.
- Do not be late for your parades and discharge of your duties.
- Do not blame the organization (NCC) for the deficiencies in any field. It reflects your poor image.
- Do not procrastinate.
- Do not shy away from taking the initiative.
- Do not be worried about criticism, look for silver line in the dark clouds.
- Do not get pally with them to get undue favors.

Certfication Programme
General:
The eligibility conditions and the general procedure for the conduct of the Certificate Examination for Cadets of Senior and Junior Division/Wings NCC (All wings) have been issued by this HQ from time to time. The aim of this Directive is to consolidate all such instruction and revise these, where necessary.
Type of Examination:
The type of Certificate Examination and the unit in which these are held are given below

Eligibility Conditions for Certificate Examinations
Certificate 'A'
- The candidate must have attended a minimum of 75% of total Training periods laid down in the syllabus for the first and second years of Junior Division/Wing NCC (All wings).
- Break in the NCC Service of the cadet prior to his appearing. In the examination 'should not exceed more than 12 months at one time, to count his previous service. In case the break exceeds 12 months, the following procedure will be adopted:- "If he has been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total period during his NCC Service he will need another 45 periods of training to become eligible for certificate 'A' examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum of 75% periods of the first and second year of training".
- Must have attended an Annual Training Camp.
Certificate 'B'
The cadet must have attended a minimum of 75% of total training period laid down in the syllabus for the first and second years for Senior Division Wing NCC (All Wings). Break in the NCC service of the cadet SD/SE prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his service for Certificate 'B' Examination. In case the break exceed 18 months the following procedure will be adopted :-
"If he had been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total periods during his NCC service he will need another 45 periods of training to become eligible for certificate 'B' Examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum 75% periods of the first and second years of training."
- Must have attended one Annual Training Camp/NIC/Attachment training with regular Army, Navy, Air Force Units.
- Cadets possessing 'A' Certificate will be awarded 10 bonus marks.
- An Air Wing Cadet must do a minimum of 10 Glide launches.
Certificate 'C'
- The Cadet must be in possession of Certificate 'B'
- The Cadet must be in third year of SD/SW NCC Training
- The Cadet must have attended a minimum of 75% of the periods of 3rd year syllabus during the academic session.
- Bread in the NCC Service of the SD/SW Cadet prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his previous service for Certificate 'C' examination. In case the break exceeds 18 months, the following procedure will be adopted :-
"If he had been on the Unit rolls for a minimum of two years before his discharge and had attended 75% of the total period during his NCC service, he will need another 45 periods of training to become eligible for Certificate 'C' examination. In all other cases where above conditions are not fulfilled, the Cadet must attend a minimum of 75% periods of the first and second year of training."
Must have attended one ATC, besides one of the following :-
Annual Training Camp (This is in addition to the one mentioned above.)
RD Camp at Delhi(RDC).
Centrally Organised Camp(COC).
Para Training Camp (PTC).
National Integration Camp (When applicable for SD/SW Cadets).
All India Trekking Expedition (DGNCC Organised).
Attachment Training with :Army Unit Air Force Station Naval Bases/Establishment/Ship/Sea Training
Any of the following Adventure Courses :- Mountaineering Basic Course. Mountaineering Advance Course. Water Skiing, Short Skiing Courses. Snow & lee (Condensed) Course.
Sailing expedition with actual sailing exceeding 10 days, duly approved by the DGNCC.
Any Cadet participating in NRAI matches as part of DG NCC team.
Special Services Camps (Essentially with 50% Service Training).
Successfully done Scuba Diving Course.
Canada World Exchange Programme.
Foreign Cruise (Navy).
Break in NCC Service of the Cadet should not be more than 12 months at one time to count his previous service for Certificate 'C' Examination. In case, the break exceeds 12 months, the following procedure will be adopted:
"If he has passed Certificate 'B' of SD/SW and has attended a total of 75% of periods of 3rd year SD/SW training, he will need another 30 periods of training to become eligible for Certificate 'C' examination.
A Cadet who successfully completes the Exchange Programme with Indo Canada Youth Exchange will be considered as "Present on NCC Parades" for competing the minimum laid down percentage attendance on parades for 'C' Certificate examination. Work on project will be in lieu of Annual Training Camp. These Cadets may be tested for 'C' Certificate Examination after the University Examinations.
Cadets will be allowed to appear for 'C' Certificate Examination only after one year of passing 'B' Certificate.
Details of certificate examination alongwith eligibility conditions, in tabulated form, as given in appendix 'A'.
Permission to Appear in Certificate Examination after Discharge
Cadets who ceased to be on rolls of NCC may be permitted to appear for certificate 'A' Examination for Junior Division/Wing and 'B' & "C" for Senior Division/Wing NCC at their own expenses within a period of 12 months of their discharge from the NCC, provided they were otherwise eligible at the time of their discharge.
The ex-cadet so eligible can appear for the examination at any place in India by applying for the same, alongside with discharge certificate, to Local Unit Commander. The Group Commander is empowered to accept such requests from the ex-cadets.
Re-Test for Improvement of Grading : 'C' Certificate
With a view to give Cadets a chance to apply for the NCC Special Entry Scheme, in case their grading improves, itkl has been ruled that :-
(i) Cadets who have obtained a 'C' grading in NCC 'C' Certificate Exam and who wish to improve their grading will be allowed to appear for a retest. Only one retest will be allowed.
(ii) Cadets will have to re-appear in complete examination.
(iii) Retest will be held alongwith fresh cases nexe year. During the period, these Cadets may attend at least two weeks' Special Parade/Coaching classes to be organised by units after he academic session. Those Cadets who do not attend the Special Parade/Classes will also be eligible to appear in the re-test. No refreshment or other allowance will be admissible for these classes/parade/retest.
INCENTIVES FOR NCC CADETS
The NCC organization has grown considerably during its existence over seven decades. In order to reward the students and to compensate them for the valuable time they spend in NCC training, a number of incentives are being given by the Central and the State Governments to them. These incentives can broadly be categorized under the heads:

- Concessions in Academic Field
- Scholarships
- Cash Awards and Prizes/Medals/Trophies
1. Employment Opportunities
Defence Services
- a. Vacancies are reserved for commission in the Defence Forces for NCC ‘C’ Certificate holders:
- I. Army - IMA Dehradun: Sixty four (64) vacancies every year through UPSC and SSB interview. OTA Chennai – 100 vacancies every year for Short Service Commission (Non Tech), no UPSC exam, only SSB interview.
- II. Navy: Six (6) vacancies per course. No UPSC exam, only SSB interview. Two years age relaxation for NCC ‘C’ Certificate holders.
- III. Indian Air Force: 10% in all courses including flying training course. No AFCAT/UPSC exam, only SSB interview.
- b. For ORS, Sailors and Airmen: 5 to 10 % bonus marks are awarded in recruitment.
Other Job Opportunities
- a. Para Military Forces: 2 to 10 bonus marks awarded for recruitment.
- b. Central Armed Police Forces: Upto 5% of maximum marks of the examination for the post of Sub-Inspectors and Constables in CAPF are granted to NCC certificate holders.
- c. Department of Telecommunications: Bonus marks awarded for recruitment.
- d. NCC – Civilian Gliding Instructors/Girl Cadet Instructors/Whole Time Lady Officers
- e. State Government – Bonus marks awarded for recruitment and preferences for State Services in certain States.
- f. Industry: Many industries give preference to NCC ‘C’ Certificate holders for various jobs.
2. Concessions in Academic Field
Weightage is given to cadets holding various certificates at the time of admission for higher studies in colleges and universities.
- a. Weightage of 3 marks and 5 marks is given to the NCC cadets having ‘B’ Certificates and ‘C’ Certificates respectively.
- b. One additional seat in all courses,over and above the sanctioned seats,is given to NCC cadets having ‘C’ Certificate and who have also attended the Republic Day (RD) Parade and Camp.
3. NCC Scholarship Scheme
- a. Cadets Welfare Society Scholarship: 1000 scholarships of Rs. 6,000 each and 250 vacancies out of 1000 are reserved for cadets coming from rural/disturbed areas only. An amount of Rs. 5000 each per annum to 500 deserving NCC cadets is awarded who have excelled in academics. Award of Rs. 3000 each to the best cadets and Rs. 2000 each to the second-best cadets in each Gp HQ NCC is also awarded. In case of death, permanent disability or temporary disability of a cadet during a NCC related activity, immediate interim financial assistance is also granted by the Cadets Welfare Society.
4. Cash Awards, Prizes/Medals/Trophies

a. Best Cadet Awards
- 1. Best - Rs. 3,500 each to 4 Best Cadets i.e. One each in SD, SW, JD and JW per Group.
- 2. Second - Rs. 2,500 each to 4 Best Cadets i.e. One each in SD, SW, JD and JW per Group.

b. Republic Day (RD) Camp
NCC cadet who participate in the Republic Day Camp at New Delhi is honoured by Hon'ble Governor with a cash prize of Rs. 21,000 (Rupees twenty one thousand only) along with Medal in a 'AT HOME' function organized immediately after the Republic Day Parade.

c. Vice Chancellor Medal for Best NCC Cadet
The medal is awarded to the Best Cadet of the University. A special examination is conducted for this purpose and the Best Cadet is selected.
Note: Amount of prizes and scholarships is revised by the Government at the regular intervals.
